JApex is an open source project to add few extra functions to a running version of Apex. thus it was built with Apex integration in mind, however, its use is not limited to Apex and in that sense to Oracle Database at all.

Yes, in theory JApex can run with any JDBC 3.0 compliant database provided that the driver is installed and the database
is properly setup.
all the examples given use Oracle for obvious integration reasons.
